There was this TV show idea that never made it out of production.
Take homeless people, clean them up, hook them up with a place to live, get them new clothes, give them a bit of cash, and get them a job.
But the results were always the same. They'd quit or get fired within a couple of weeks, the homes would be destroyed, and they'd be just as bad off as they were before.
Homeless people are homeless for a reason.

There is nothing you can do about people who refuse to follow social norms, you can either do what liberals do and "try to help" which is just a self serving grift or sequester them from the rest of society in labor or death camps. Guess what I would do. I've met so many garbage trash people in my life that would always somehow fuck me over, the guy who always went out of his way to help them, that I have no compassion left for these people.
