Every land owner in the fallout zone should class-action the railroad company and the EPA for gross negligence and force them to buy back all land at the going rate before the disaster.
1. They were allowed to transport chemicals in liquid form which would be worse than a nuclear meltdown if they leaked
2. The containers were not built to contain the chemicals if they went off the rail
3. The axles of the train car were on fire and they did not stop the train
4. They had no plan to clean up a spill except to "set it on fire"

Malicious intent would be hard but gross negligence is easy.

@cjd 3.bearing failure can be caused by over greasing and blowing out the seals,wheels wearing and Axle shafts “walking” causing pressure on the bearing.Maintenance programs on these cars being altered by management due to budget cuts,is the issue. Complete swap out of these components on a regular basis is best risk avoidance.It is hard to visually gauge the condition of the bearing without listening or visually examining it at normal operation speeds.
