Something like this happened in Argentina during the leftist years: the PISA exams were to be carried out for the first time under the "centrist" president, but leftist organisations took over schools to prevent the examiners from carrying out the tests because they knew it would show the damage they had done to the education system for the past 10+ years.

Not surprised India would want to save face about it too.
