It probably has to do with what else is also in those bills. I think he reads them.
You don't want to pass immigration law if there's verbage making guns more illegal in the bill.
So the real solution is to have single item bills. Has to be one concept only nothing else and simple and short enough the actual representative can and has to read it.

TL;DR: he voted against a rules bill because it included unconscionable provisions like removing the requirement that a spending bill not be voted on the same day it's introduced. AKA "We have to pass the bill so that you can find out what is in it...." as Pelosi said about on Obamacare
That rules package or another like it passed, and when the actual SAVE Act vote happened, he of course voted for it.
@UnCL3 You don't know anything about a name being in the Epstein files without context. For example, if Epstein was just talking about someone, they get on that list.
