In the late Roman Republic, power came from having your own legions, lots of money, and/or also the ability to sway the electorate.

The original Roman Triumvirs only had ability in certain areas, but not in others.

Crassus had the most money, but very little serious battlefield victories (that's why he tried to invade Parthia).

Pompey had the most battlefield exp, but he was getting old.

Caesar was in debt, but had the best charisma for elections.

What would an American Octavian actually be?

He would both be a showman with extreme charisma, and also be the greatest engineer of weapons.

He is probably a Gen Z teenager. Post 2020 Gen Z, born in the early 2010s.
