The ASVAB, military entrance exam, results are categorized into 4 categories, with CAT IV being literally mentally retarded. The Air Force never lets anyone lower than a Cat II enlist. Well, until now.
Army and Navy are accepting Cat IVs, and Air Force is accepting Cat IIIs.

A Cat III in the Army was barely passing, someone who you did not want to work with. Low IQ, didn't understand instructions, not technically proficient. I know one of those who's a cop now 🙄
