The ISS loses orbital altitude due to impact with some air molecules in the exosphere, that can extend into LEO altitude. So re-boost engine burns are necessary to restore orbital altitude. Sometimes this is performed by engines in the Zvezda Russian module (refueled by Progress cargo spacecraft). But most of the time, the re-boosts are done by visiting spacecraft. The ESA ATV did many re-boosts due to its large propellant reserves. Others were done by the JAXA HTV, Cygnus, and Progress cargo spacecraft. SpaceX Dragons did not do re-boosts until recently.
