Falcon 9's launch rate (every 2.3 days) is limited by the construction of each brand new expendable upper stage. The F9 US is 3.7 m in diameter, with an Al/Li "skin & stringer" construction.
Similarly, New Glenn would also be flight rate limited by its expendable hydrolox upper stage. The NG US is 7 m in diameter, with a more slower-to-build Al/Li orthogrid construction.
Both have reusable 1st stage boosters.
