Thing to understand is broadcast TV eats money. To keep that giant transmitter humming you either sell the time for infomercials - so 100% commericals - or you show something with enough viewers to sell ads. Not to mention needing some bare minimum awareness so the infomercials attract some viewers.

I've seen estimates that Kimmel was down to 130,000 viewers in the critical 18-35 demo.
