If you didn’t know, Moonman was a 1980s McDonalds mascot that was coopted as a meme by the Alt Right and used for racist parody songs. In right-wing internet subculture, Moonman = racism. Aside from McDonalds and racism, Moonman has no other meaning and so the Department’s incorporation of this meme is certainly eyebrow raising to those in the know.
