A reliable restart burn is needed to demonstrate that the Ship can do a de-orbit burn. If that reliability can be verified, #IFT14 will have Ship 41 circularize its orbit.

Then Ship 41 will attempt to land back from orbit at one of the Starbase launch towers, to join the landed Booster 21 at the other tower.

Iran would be crazy not to take this deal. The US will just get weaker as a conventional power over time. It has no provisions limiting Iran's missile forces, which proved decisive in winning this war. The US also has good reason to make the deal. Iran has demonstrated that they can't be easily regime changed, and that control over the Strait of Hormuz is better than a nuke. So short of the US launching a nuclear first strike or assembling a vast Iraq 2003 style coalition and taking them out the hard way Iran ain't goin' anywhere.

So cut and run and pretend he won.
