That CZ-10A booster was programmed to land at a spot in the water near the landing barge (because it's the first landing attempt for this booster), if it survived the Mengzhou crew capsule launch escape test, which it did. The booster proceeded to accelerate into space, perform a re-entry burn, then the landing burn.
