The original design was more like an airtight astronaut helmet but it covered the actors' faces so they ditched the face mask, but that line assumed the earlier concept.

Vader only has that helmet because the concept artist assumed the Blockade Runner would decompress when the stormtroopers blasted their way in, so he'd need it to survive. Stormtroopers already had space suits, so Vader got a spaceworthy outfit too.
