Some time ago some cartel members acted alone and they tied them up and dropped him off at the police station with a note.
So I imagine IF this story was some how true, there would be a guy with a big bag of baby heads. At the least some hamas guys would have a good idea who did it. Then they would be interested in distancing themselves from it and would consider turning him over to UN or a neutralish party. It's not something they want to be blamed for or have tracked back to them.
All things considered, the BS needle is going off the charts.
