Hmm. I think Herbert's quote is a distinction without a difference since the result is the same as the maxim "Power corrupts, absolute power corrupts absolutely".

The latter is more empirically correct because we have seen it hold for all categories of power and wielders of power across all cultures and ages.

The really interesting question is "Does this emprical truth hold for ALL possible minds?"

And I'm thinking AGI here, not AI. In 5-15 years I think we'll all find out.
