although i do no believe china to be superior in IQ. after all, china has been a very poor country most of its history. they have built first world cities only in last 30-40 years. it is impossible to shift IQ of country folk into that of a city folk in such a short time. so the numbers are 100% inaccurate and should be more in line with the southern(more "asian") neighbours.
Your perception of China is likely distorted by their "century of humiliation", from 1839-1945, followed immediately by the absolute disaster of Communism.
But during the same era as Rome under the Republic (~ 200 BC onwards), both civilizations were the 1st to successfully run cities of 1 million inhabitants. Rome 1st, Han Dynasty 2nd.
That's incredibly difficult and is impossible to achieve by low IQ idiots. Britain achieved that in the early 1800's.
Again, I refer to the fact of being able to run a city of 1 million people over 2000 years ago.
I can think of no greater practical proof. It requires architecture, engineering, construction, sewage control, water management, food import, codified law, policing & defense, and a shared virtue ethic that unites the populace.
You can't fake that. Rome also required high IQ, it's not a fluke.
Current day? We simply don't have accurate knowledge about their current capability (cont..)

I don't set much store by IQ tests, despite scoring highly myself.
The real proof of any civilization's intelligence will always be found in the collective fruits of their labor - their cities, technology, art, philosophy, religion - not in an IQ score.
They are entering into a period of flourishing, and we will only be able to truly answer this in another 50 years or so.
I think people 50 years from now will look at your assertion that the Chinese are not high IQ and laugh.
