Difference: EU sanctions are discriminatory (only one country targeted), anti-WTO rules, and against EU goals of decarbonizing. Chinese tax is WTO conform, and in line with the environmental goals of switching to electric cars (clean air), and non-discriminatory, as all companies including Chinese are targeted. But Chinese don't produce large luxury combustion SUVs, so in effect it does hurt German luxury brands the most.
