Police officer allegedly said he intended to strike a person in the face also allegedly choke person to death
I do not see how trying to choke someone or hit them in the face is necessary to put handcuffs on someone
There is a difference in intent between trying to grab someone by the neck to control their body position and actually trying to choke them to reduce oxygen supply to the brain
