I wondered about that question, about both sides of the argument, because first of all, MGS cannot be an anti-war *game* since the player explicitly partakes in acts of war (the tactical espionage type). Now whether the theme is anti-war or not that is a different question. I'd be inclined to say yes, anti-war, due to killing being punished, and having a nuclear bomb awards the player a huge negative score (in MGS V, that is). But perhaps MGS is less about being pro- or anti-war, but about more nuanced questions. And instead of trying to reduce the games to this one question, we could ask what they meant for us, what they spoke to us. Perhaps in this way we could come closer to the message(s) behind it. Loss, for example, is an ever present theme in V, just like friendship, camaraderie, sacrifice, among other ones.
@adiz @freepatriot ah that would be like the "darwinism will take care of it" type of angle. It allows the observer to disconnect and detach from currently ongoing injustices, rejecting personal responsibility and the idea that one's involvement could change the outcome. Very cynical.
