Balfour was WWI (along with the conflicting McMahon-Hussein correspondence with the Arabs). The League of Nations created the mandate of Palestine after the war, but the construction of the State of Israel didn't happen until the United Nations after WW2 in 1947 (so yes, British were responsible too, as were the French, the US and other member nations)
