More on the side of hard determinism, but I think we are computing machines, so some aspect of semi-arbitrary logical choice is preserved:
It's a feedback loop. A group does what it must, learns some lessons, and then incorporates that into its genome.
A pencil, on the other hand, is a technology... and I think one could learn it from nose to tail, although it might take some doing.

There is also variation within the African tribes, although I have no expertise here.
