God is speaking directly to Abraham here and I think is what the often misquoted verse comes from. But yes, "Israel" does refer to Jacob later on
Don't forget in the New Testament, Galatians 3: 29

29 And if ye be Christ's, THEN are ye Abraham's seed, and heirs according to the promise.

That land belongs to Christians, if you really think about it. Not the wicked Jews.
