What we can say from the numbers that are present

Foreigners (all non-Germans)
Population share: ~15% of Germany’s population (not in the PDF, but standard government statistic).
Share of all suspects: 35.4%.
Ratio: foreign nationals appear as suspects at well over twice their population share.
