the United States and people groups did not change their behavior then

More "Jews" per capita would be arrested then gentiles and Christians

More Muslims would be arrested per capita than Christians

More blacks would be arrested per capita than whites

More women might actually be arrested per capita than men

Jews would flee the regions where equal standards are enforced to go to pro Jew zones
