Which would be better

Create Universal Basic Income UBI for adult citizens but remove all other forms of welfare and fire or change job duties for all government employees that decide who qualifies for welfare among adult citizens

They would be replaced with people who simply make sure people are not committing fraud by getting UBI through extra fake identities.

Having more children would not mean more UBI, single moms would not get more benefits

Or

Keep other forms of welfare & no UBI
