They could switch over to a different system of milk farming that is less cruel but also less profitable if property tax was abolished and they were not required to have such a high profit or perhaps any monetary profit to keep the land the animals are on

What if they produce less dairy by just having the mammals graze on food that humans can not digest in areas that are not suitable for farmland but are suitable for grassland
