What determines whether or not there is a preview videro thumbnail and whether or not there is a video you can click on to watch it play without going to a third party site

Sometimes there is no preview with youtube links

And not for any video with age restricted or sensitive content as far as I know

I even edited a post with a video to ask why this is not happening then it showed the preview so when I edited it again to remove that question it removed the preview
