Why would there even need to have been quotas to limit black immigration in early USA history

How would black people in some tribe that does not even have two story houses, or cars or trains or electricity get on a airplane or boat to come to the U.S.A. on their own in large numbers

It is almost like some white or Jewish people had to build them a airport just to come over to the U.S.A. in large numbers

And not just build the airport but maintain the fuel supply and the airplane maintenance
