It was eventually decided that only the government can legally be the final deliverer of mail but other companies or corporations can sort mail before the government delivers it or can deliver packages instead of mail whatever the difference is
If the mail gets damaged on the way the corporations can blame the government and the government can blame the corporations if both handled it

These corporations might have employees sign non disclosure agreements
It could be possible that they are damaging or misplacing the mail the government has them sort but employees fear legal consequences for saying this because of a non disclosure agreement
They might get government subsidies to hire people with disabilities that would have been put in a mental hospital in the past
