Let's say Israeli citizens & Palestinians want to replace a old building with a new one but they do not want people living in Israel or Palestine to pay taxes

They pretend Israelis and Palestinians are at war

They launch a missile to destroy the building or make it look like it was destroyed by a missile

Then they get donors and taxpayers in foreign countries to pay to rebuild property destroyed in a fake war

They can scam people who support Palestinians or Israelis
