If someone robbed 10 people of 1 dollar each and then kept 9 dollars for themself and gave 1 dollar to a poor person and then everyone who was robbed celebrated their generous donation to the poor
That robber would be like the government

Not unless the story expands. The robber comes back and asks for 40 cents of the dollar so he can get him more dollars.
