Make voting require a minimum number of times someone hit a target within a certain distance or less at the shooting range per year with a gun that is not automatic fire and does not have exploding or spreading rounds

It's better than the current system, but I'd wind it back further: Property owning white men of good character who are members of the tribe for at least two generations.
