Let's say Chicago bans ICE employees from all givernment buildings

The police are not legally allowed to enter my home without a search warrant but if a judge issues a search warrant to enter my home the police may legally enter according to a very mainstream view of things

So if a Judge issues a search warrant on a government building in Chicago that ICE may normally not be allpwed to enter according to some new law, if this same type of thinking can be generalised to such a case...
