Efforts to reduce black violent crime rate by putting black people in jail or prison have not been succesful enough because the sentences have not been long enough, and because too few black people who really committed violent crime have been prosecuted and convicted for violent crime because people are racist in the sense of being more tolerant of blacks committing crimes than of whites committing crimes
