The Talmud is devided into six books so there are no Talmud chapters unless you mention a book

Also I find it strange that a translator would use the word "based" in such a context

I am not endorsing the Talmud is a book to live by but simply stating that the quotation is not properly cited

Are you sure about that? I have the books of the Talmud downloaded I could search through to verify. The Torah itself has many similar stipulations about forbidding idolatry and thou shalt have no gods before me..

During the classical age of Roman civilization, when a new part of the empire had a god, they often included the god in their pantheon or built new temples to it. We do not know how many gods, statues, and temples were in Rome because the Christians destroyed as much of them as they could.
