An unknown individual or group of individuals writes outlines for fiction story scripts

These fiction story outlines then getchanded down to news agencies

They reuse these scripts but each agency makes small changes

However from the shared portions of the scripts you can tell that all news agencies are using the same original source and not coming up with the national and international news independently

There might be exceptions of real events on local news

Yes.

I think HG Wells came up with the idea to to use science fiction to do the public scripting.

He outlines it in "The Open Conspiracy". which is what you are essentially talking about. I just reread Time Machine--its about communism and eugenics. about to do a deep dive on the rest.

Wells has another book called "The New World Order". haha.

Talks about what he calls the news metascript

This is a good word. It definitely exists, and so does "culture" which many early anthropologists (Krober) perceived as something SUPRA human -- a living organism.

Sometimes I wonder if what we percieve as metascript is actually the process of culture generation. While there are definitely script writers, the power of any group to actually steer the ship seems sort of unlikely--the ship being so large and ungainly.

It's almost like....

Sometimes people make plans, and sometimes those plans come true, yet these same plans actually have no causal relationship to the reality being generated. Sort of like a clock being right 2 times a day.

Somehow, we generate the reality as we go, imagining it into existence with the force of our collective will. The bricks appear under our feet as we walk.

I'm not really making any statements here, just throwing out some of my thinking on this public scripting phenomenon. I would actually like to do some scholarly work on the subject, and I have a pretty solid bibliography of sources.
