I think Tuvalu has zero murders in a lot of years making it's violent crime rate extremely lowand below average but if one murder happens in a single year then they say it's violent crime rate is above average because it's population is so low

I suppose you could compare it with other places over a period of multiple years but which years you choose would effect whether the crime rste is below or above average for the years
