Because pills are designed to be safe for someone with the medical condition they are intended for at the intended dosage but maybeunsafe for someone with a different medical condition or the wrong dose
Dumping them in water causes humans and animals to be exposed to the chemical without their consent in a uncontrolled dosage
And the chemicals were designed for animals not plants
