In California, there's a criminal grand jury and a civil grand jury. The civil grand jury is created in reach county each year and it's tracked with investigating county govt operations (other than the courts, go figure) to ensure they are behaving. They file a report which is accessible online each year and goes essentially unacknowledged other than the county which has to respond to any allegations or concerns. Their responses are essentially inviting the severity of the issues reported and NOTHING is actually done at the end of it. No criminal follow up for actual fraud or abuse and not even slapping wrists for other issues.
