In the first civilization game settlers can not travel in the same location that military units can not travel but diplomats can travel anywhere there is not a unit that other land units can travel

It is almost like they acknowledge someone could send a settler to build a city right next to another countries city and deny access to resources and build military units

Kind of like the Ashkenazi so called Jewish so called settlers
