hot is better than cold because if it's hot you can put out solar panels to power cooling devices. if it's cold then it's typically darker so you have less solar energy and need to burn materials that are typically non-renewable or require a lot of infrastructure costs to get to you

It depends on the volume and mass and material of what you are trying to cool versus the cross sectional area of the solar panels times the cosine of the angle of incidence

If a house would be a higher temperature because of sunlight then the extra energy it takes to cool a house to the same temperature could be less than the extra energy the solar panels
