I missed seeing the definition the first time I looked and deleted the previous comment about not seeing a definition
@shortstories Yeah, in purely ideographic characters, the meaning can arise from the inner character being enclosed. See the formation note for [国](https://www.archchinese.com/chinese_english_dictionary.html?find=%E5%9B%BD).
But even then, not all characters are even ideographic. Most have a radical that provides a very general category (person, animal, terrain, plant...) and a component that provides a hint as to the pronunciation.
