The General'nyy shtab (General Staff) wanted Shoigu and Putin out. They used wagner to try and stage a coup. Win Win for both.
Note how quickly he advanced along the route to Moscow. This is because all the Army units stood down. Only the police blockaded the roads with some trucks.
