Styx made a video on it bringing up the moral angle of cluster munitions. Here's an alternative theory. War is deception. Biden is lying. It's also an optics cope as the US keeps enabling more terrorism from Ukraine. Russia was criticized for its use of cluster bombs. Ukraine just wants to go scorched earth against advancing Russian troops.
