My understanding of that book

People are motivated by ideology or selfishness

Someone motivated by ideology will be very loyal to the agency as long as it lines up with their ideology then go against the agency

Someone motivated by greed or selfishness will use their position to do things that lead to scandals like using their position to do illegal activity for personal gain

Either way they will not be loyal to following the agencies directives in a way that makes it look good

The thing about it is there are a lot of blank pages and marked up censored pages and pages with very little text then there are some pages with lots of text in between

So I kind of skimmed it and looked for the pages that are full of text to read like in a normal book & then skimmed them I skipped a lot of pages I did not understand when I read it years ago
