They used to give free housing to cognitively challenged and mentally ill people and then they let them out and the cost to house them was less than the cost of damage to society from letting them out
They roam the work force causing so much harm by their decisions it would be more profitable to pay them to stay home and "do nothing" for the same number of hours then to pay them the same amount per hour to show up to work
And of course when they are not at work they unfortunately do something
