I've seen many photos of females in snowy conditions wearing short skirts and stockings which leave skin exposed while their torsos and heads are bundled thoroughly in parkas.

This does not make sense to me at all. If it is cold out, wear a long, wool skirt and stockings. Why expose even 10% of the surface area of your skin to the elements?

That's a rhetorical question; I know the reason. I will merely say, they need husbands and fathers to dress them so they don't catch a chill or an STD.

Actually I have tried walking in the winter in shorts and a tea shirt with no coat and no socks and my torso which is covered tends to feel colder than my legs and even if I wear gloves my fingers will feel colder than my legs

I think there is a lot of skeletal muscle mass per exposed surface area in the legs

@shortstories @Zeb There is greater surface area compared to the volume in the legs than the torso. The extremities of the body also radiate heat more efficiently than the torso.
