Outlaw mortgages entirely and or enforce strict limits on what can be done with homes under mortgages, EG. disallow renting them out. Either they pay their own debts or default. Punish and discourage mass ownership of homes by companies and even individuals outside of the scope of the number of the offspring they have (adoptions are not valid 'offspring' in this arrangement).
I've ranted about the last two points at length. Yes. Get houses out of the financialized asset market and return them to the commodities market like any sane economy handles it. Like ours did before financial instruments became a thing in the 1980s.
