Technically speaking yes, vagrancy laws are the final backstop that the government uses under threat of forced imprisonment to force us into paying for a roof over our head one way or another.
The unspoken trade here is that we do this in return for government protection from foreign invasion and border security.
"Biden" has torn up their side of that deal.
