There are the rules on the books and then there is what they actually do in practice

For example the President is not supposed to make laws

But Presidents promise laws like Obama Care and the Congress does not seem to say it is none of your business we will make our own decision President but go along with what the President suggests if they are of the same political party

Presidents have started wars even though only Congress is supposed to have that authority

@shortstories @Breaking911 When have you seen a US representative fillibuster on the floor of the house? The House has set time limits so a person couldn't stall and all you need is a simple majority for procedures and bills to pass.
